Yes, the tempo is such that it lends itself to the foxtrot nicely. Of course one could do a two step or a slow one-step, but you can identify a few of the dancers doing a slow-slow-quick-quick step which is a foxtrot.
Don't the Heliotropes sound great? They're playing an Arthur Marshall rag, "Kinklets". Much too early (1906) to be a foxtrot, but at this relaxed tempo, I guess you could foxtrot to it... not that I would know a foxtrot if I saw one!
