@Bellice1918 Apparently it is customary when signing legislation and all of the presidents have done it. It provides several pens to be given to sponsors of the legislation, and to be placed in archives or given to presidential libraries for museum pieces, also, it provides the opportunity for more people to get hold of "the pen the signed XYZ".
