just stick a screwdriver in the ignition and twist really hard. That will unlock the wheels. you will need a new ignition buts hella lot less work

There is a hole in the front of the brake drum through which you can stick a tool and use it to back the brake shoes away from the drum so the drum can come off. Your VW manual should be able to tell you more about that.

@Loftworthy When you park a car for 20+ years in Maine with the emergency brakes on, and the pads disintegrate and the metal rusts to the drum, that don't work. Just sayin'... haha

the only thing you had to do is put heat all around the drum to make expend try that next time it will help
