The steady tone was to signal a test, the second fluctuating tone was the test. The real fallout siren is a three count parabola with a three second pause in between.

That second one is eerie. When I was in third grade, we were having lunch at school and we heard that. I didn't hear the steady tone though. But when I heard that, one of my friends said, " is that a fire truck?" I said no, lol it is just a whelen wps 4008 and he is like how do you know that!?

@FederalSystem7000 ive never seen a 4008 look like that. maybe is just the sun.
With the people in the town hall not hearing the siren, even though it's close to them, it's never intended to be heard indoors. The intent of almost every siren installation is to warn people who are outside.
