However, one question, who determines what is appropriate? The police?

None of what the young man stated broke any of the limitations you proposed.  All Kerry had to say was: "No, I have no affiliation with secret societies," and that would have been it. Afterwards, if the kid did not stop THEN it would have been disruptive.

Yeah this is kinda true, you can't do nothing normal anymore without getting sued or arrested.
