In the 70s & 80s Ruby and others, especially Jah Shaka used to use a syntheziser drum called a "Synare" It was an electronic drum pad with knobs on the side that made electronic effect when you play with sticks or your hands. You can still find them used from time to time. In this video it looks like he is using a custom box probably built by one himself or one of the studio engineers. It was just an oscillator with an LFO to make the sound "squiggly"
