The commentator is Ike Reese, former linebacker for the Eagles. You can from how he's talking that it's kind of an unspoken rule with that kind of thing. It's not technically illegal to go after the kicker like that but it's still a punk move. Plus he got fined because there was helmet-to-helmet contact.

Ed Reed was directly in front of the play, Sav Rocca was way behind it. Hines Ward buried his helmet in Reed's chest while standing right in front of him. Barnes hit Rocca helmet to helmet from his blindside, almost from behind. Although Hines ward's hit was probably unnecessary, he was throwing a block on Reed, since he couldn't see the ball. Barnes just wanted an easy cheap shot on an unsuspecting punter. See how Barnes left his feet? Ya, big problem in the NFL. The two hits are nothing alike.
I doubt that even bothered Sav. He played 15 years in a league that doesn't use helmets or pads and Ive seen him take and give better shots than that even at training camp back in Australia.
