The Initiative Process as described by the Office of the County Clerk.

Maui County Citizens For Democracy In Action (MCCFDIA) is in the midst of the largest citizen's voter registration drive ever seen on Maui. Serving Maui's advocacy groups like Patients Without Time (PWT) and Citizens Action Now (CAN), MCCFDIA emphasizes the need to utilize the Democratic Process to enact the changes our people need. Hawai'i State Representative Joe Bertram III has graciously lent his support and services in our efforts to help our citizens use this Democratic Process.

  • Does this apply only to the county in which one lives, or would it (the 20%) have to go to higher powers (state or Congress) to become recognized as a votable option for annual "propositions?" If 20% of the population of the United States were required to sign a nation-wide petition, then would that then have to be equally distributed between each county of each state? I don't understand how that would work...

As we understand it, these numbers apply to Maui County. Other municipalities have their own rules aand numbers.

  • Hmmm... I see. So the 20% only applies to individual counties... Would, then, state and national rules and regulation be completey different from county municipalities? From what I understand, freedoms shouldn't differ between anyone, but should be equal for all (seeing as how our forefathers wrote "We the People" and not "We the Rich Opinionated") within due process...

The percentage applies to Maui County specifically... it is probable that other counties have different requirements.

If there is a particular state or county where you intend to operate, then we suggest you contact that particular clerk's office to get the exact specs for an initiative drive, including deadlines.
