County Mayor Leon Humphrey makes another appeal to the county commissioners, on behalf of the residents of Carter County, to downsize the commission. This request is a result of the residents continually requesting it, as well as a poll from the Elizabethton Star reflecting that 67% of the people that responded to the poll want to downsize the commission.
Commissioners Joann Blankenship and L.C. Tester imply that no one in their districts want to down size the commission. Commissioners Scott Sams, Charles Von Cannon and Steve Lowrence tell the commissioners that they have been told by people in their respective districts that they DO want to downsize the commission. Commissioners Tester and Lowrence are from the same district, yet Commissioner Tester thinks that none from his district wants it downsized.
When it came to discussion on the matter, Commissioner Charles Von Cannon stood up to speak and was told by Tom "Yogi" Bowers to "sit down". Commissioner Von Cannon walked out of the commission and sat with the residents of the county to show his support and solidarity for the people. As he entered the visitors area Commissioner Bowers said "Thank you for saving me the trouble", as if to imply that he would have had commissioner Von Cannon removed. Commissioner Von Cannon was followed by Commissioners Scott Sams, Nancy Brown, Robert Gobble, and Ronnie Trivett, who all support downsizing the commission.
Mayor Humphry asks Commissioner Bowers to show him in the "Roberts Rules of Order" where it gives the commission chaiman the authority to stop a motion that is on the floor. Commissioner Bowers is unable to do so, but still stops the motion. He is clearly both violating "Roberts Rules of Order" and ignoring the residents of Carter Counties wishes.
The hostile environment that Commissioner Bowers has created is obvious. He does not want what is best for the county. He and the infamous 18 appear to be hell bound on fighting the Mayor and the residents regardless of how it affects the county.
