@justin7560 Tony doesn't want Tony B to be tortured and humiliate his associates by dying without any dignity.
By killing Tony B Tony Soprano insures that he can "take care of his own mess" and restore order with the Leotardo family. He also disciplines his own organization by showing them that he can take care of them and business.
He also lets them know that if they disobey his express commands that they will face his wrath.
He's being a good leader. Taking care of his people.
