I try my cheap RC boat in my Endless Pool at a number of propulsion system speeds. The Endless Pool has a powerful underwater motor that launches water across the midline of the pool. It is essentially a swimming-treadmill, where you swim in place against the current. No, I do not have the pool to play with RC boats in it; I actually do swim in there on a regular basis. Just to give an idea of the power, a 30 min mile pace would be about 60% power, whereas 100% power would be equivalent to a sub 20 min mile pace. For me and I think most people, 100% power is nearly sprinting, and I can't maintain it more than a few tens of seconds. It's like standing in an intense river current. However, near the sides and out of the main stream, the water pulls back towards the propulsion unit due to the fluid dynamics of the system. When swimming, this pulling isn't a concern as it's easy to stay in the middle. In fact, it serves as a safety feature where you can easily just move to the side if you want to stop swimming.
The RC boat itself is a cheap toy from Amazon. It's been modded to utilize 5 AA batteries instead of 4 to give it a bit more power. As you'll see, it's not nearly enough...
That was a great idea.
