Imagine that you are in jail. There may be someone in there who seems to "have it all." such as cigarettes,lackies,etc. He behaves badly and evilly, and doesn't seem to be punished. Hurts many beings.
From this perspective we could say that his mind is not affected. But, imagine you are to leave jail, experience greater joy, greater freedom, greater peace. You would know that he is suffering in jail. That is the mind. Without propper conduct mind inclines more to jail--samsara.

but sometimes people inflicting their hatred on others are not affected at all..its rather the inverse.
