@fishcreek5 Chill, I think its his duty to clear his trailer. he have responsibility to make sure that his truck won't bring any harm to other road users.
If it's smaller pedestrian bridge we don't know what will happen next, no to mention the possible accident from shocked drivers behind him and slippery road due the snow.
If he can't fulfill that safety job then he just need to get off from the street before he kill someone. It just lucky that no accidents happen.
