@bloodzlimit The tier list is based on the average of each characters match-up scores then put in order of highest to lowest average. So saying the top tier character is the best just means that they have the best average not that they are better than everyone else. This is why a low tier character like Rachel can be good against, say Valkenhayn and crappy vs every other character.

I love how he beatsa high tier character and a mid tier character, but then Rachel just comes along and beats him. Proof that tiers only provide only a very weak broad summary of what character kicks ass, although those Rachel nerfs were still gay.

@InfinitelyMasked Not exactly. Most Distortions have a minimum damage that they do in combos. Valk's DDs have really high minimum damage; the air super is 1.1k minimum and the ground super is 1.8k minimum.
