@ultimaxtachi Noise fragments are for a shop later in game. You'll get noise forms later in the game(gotta equip the noise program as well). ALSO, you must be above 200% noise to activate finalize, and if your playing RJ then you won't get black ace. BTW learn to spell and talk.
