If you've ever taken a public speaking course you'd know that having notes i.e.: notecards, or a teleprompter, helps a speaker stay on topic and cover everything they need to cover.

thanks for the update tvfan02, it's good to hear that this bill is moving along and that people can actually be neighborly to each other once again. What a fantastic idea, promote the act of volunteerism. I'm also glad that he uses the teleprompter, he doesn't have time for 20 takes, you have to get this right in the shortest amount of time possible, because there is important work to be done in Washington, not play with a video camera all day.
