Yeah, Piccolo was EASILY at his best at this time when he fused with Kami.
He just ended up hunting down the strongest enemies straight away and kicked the crap out of them.
He could have beaten Cell, but he escaped. He could have beaten 17, if an extremely powered up Cell hadn't intervened.

@JRod527763 To clarify the point further as I recently re-read the entire Manga and re-watched the series a month before, Piccolo went there with the intent to destroy at LEAST one of the androids to prevent Cell from reaching perfect form. He DID indeed have a plan though. He landed and challenged 17 to single combat, knowing he could probably beat them if he fought them one on one. He predicted the result, 17 agreeing, because he knew the androids were prideful.
