A bogan is an Australian word for a redneck.
Rundle Mall is the main shopping strip in Adelaide and the silver balls are a famous feature in the mall which are two huges silver balls, one on top of the other.
Also the "Better" beer he is refering to is Coopers.
Ben lived in Adelaide for about 10 years on and off while he was married to a woman he met there in 1998.
Hope this clears it up.

I'm a bit of a grammar nut and that 'too' was the only thing that ruined this video for me. Not sure if it was on purpose but in the video, 'Adelaide' is spelt 'Adalaide' which bothered me a little too. I know B. Folds says it like that, but still, I don't think it warrants incorrect spelling. Great effort though but maybe next time do a bit of research on the city first if you're going to go to the effort of creating the video. Adelaide info is just a wikipedia article away.

the "to" is being sung so I added and extra "o" - wasn;t aware some many grammer scream queens would be so technical. It was on purpose but alas it looks like another word.
