Ali G is another character that has nothing to do with Borat, and 'Ali' is a common name in those places anyways.

I think Sacha Baron Cohen might have copied the character Borat after all, or it might be a coincidence. Judge for yourselves, this is a video clip from a maltese show in the 1990's the character was named Ali Bubaker :
