The programe you are seeing is ZBrush. It cost about $700 US Dollars and is used by many Triple A game studios and companies for high poly sculpting solution.
If you are a college student, you can get this program for a lot cheaper, but i don't have that Price on hand at this moment as It really wouldn't apply to me as i a Self taught sort of guy and can't afford much after Maya, Photoshop, Visual Studio and Flash professional.
