Thanx for posting this video, though it's very short. Have you got more of that interview ?

It shouldn't be so difficult to recreate with modern digital equipment. The principle is fairly simple: Play block chords on with a regular organ sound and feed the sound into a synthesizer running an LFO which controls a VCA (voltage controlled audio). This will create the "square" shaped tremolo heard, and it can be timed to the 1/8th or 1/16th note, as in the song. The output of that signal can then be fed to a VCF (voltage control filter) for the tone sweep.

Also, when you hear the stories about the problems they had with the tapes on the Quadrophenia tour, I think it was because they had tapes with all the synths, horns, etc on them they were playing along to on a lot of songs. It was one thing to do that for two or three songs, but Quadrophenia required them to do it for most of that part of the set, which meant for 80 minutes or so a night, they were hemmed into staying in synch with the tapes, ie no improv, no going off script, etc.

This is also how they played the song in concert, ie they had a tape with the organ/synth part on it. If you listen to any live version of the song, you'll hear three drum beats just before the song starts. Watch live footage from the Moon or Kenney Jones years, and you'll see the drummer wearing headphones, which is feeding a click track so the band can stay in sync with the tape. They did the same thing with Baba O'Riley, Who Are You, and I think Eminence Front as well.

Actually, typically, it's the other way around, you go into the filter then the VCA, and you need a second LFO (set to a triangle or sine wave) to get the filter sweep.
