It's not that difficult to have a "sighting" he is on west street 365 days a year. He empties the trash for alot of the businesses out there. He isnt a millionaire and when I lived in Annapolis my neighbor went to school with him and said he was normal then. Whatever normal is. All i know is he appears to be alot happier than most people I know.
