Ok... so what happens if you just test whoever you like but certain students continue to fail no matter which tier or level of intervention they receive? You have no way of knowing why the student continues to fail. This is where psychoeducational testing (via ability assessments) comes into play. GOM/CBMs can only give you so much information.

We are all school psychologists and understand that psychoed testing is sometimes needed and know the advantages and drawbacks of a system like RtI.
