That's a tough situation when a tornado forms in the middle of the night when most people are sleeping & anyone awake & outside can't see it due to the darkness. Sometimes a tornadic thunderstorm will produce almost constant lightning that will illuminate a night time tornado.

The national weather service cannot issue a tornado warning unless they have distinct evidence of one. This can be a confirmed police sighting, a trained spotter, a radar signature or the news showing it with their own radar.
Plus, seriously - people are stupid and ignore tornado warnings anyways. If it had been issued 30 minutes ahead of time, they still would have said "We done an had no ideer ther was nuthin' headin' our way". Natural selection at work, I guess. The dumb get killed.

There was destruction all around and the police were on break.

You can have all the damage in the world, but a tornado warning can't be issued unless NWS employees see definite rotation on radar or unless a spotter, a NWS employee, storm chaser, TV weatherman or law enforcement official calls the NWS and tell them he/she saw a tornado.
Residents could have also called 911 about the tornado if they saw it and they would have relayed it to the NWS.
