Most likely: he wrote a dozen other second movements and trashed them while depressed. This one made it through because he was manic enough to write something amazing and move on.

how apart from the others, but no less beautiful. playing this piece in all its 'bouncing' glory is exquisite and fun. thanks be to you beethoven, for all youve given to us.

i think this contrasts the first movement to illustrate beethovens bi-polar disorder. The first movements his depression and this is his manic stage
