almost for sure, yes.

The dressing in drag was probably made up. But he never had a girlfreind or wife. And every day he picked up Clyde Tolsun, drove him to work and back home. They had lunch and dinner together. They took vacations together. They spent more time together than most married couples (although they did not live together. Hoover lived with his mom.)

J Edgar had such an interesting life that I don't think you could fit it all in a film like this. This movie didn't show the countless lives ruined by Hoover's quest to abolish communism, or many other things he did in his career. It seemed to me to want to show more of his personal relationships. I thought it was well done in that regard, other than the fact that the makeup was a mess.
