None of the countries abide by the terms agreed upon in the Kyoto protocol and this proposal is laughable at best. McCain has no hope of getting elected so as you said this is just a way of trying to convince fence sitters and the people on the left that he cares about the environment. I agree with your argument that it would likely force more business out of the country, but really that's going to happen anyway and in large part because of people akin to McCain.
If you are talking about government regulation then restricting carbon emissions is similar to restricting companies from dumping heavy metals in rivers. ie it is to do with health. Comparisons with wage levels are wide of the mark.

Cap and trade operates in Europe, how important it is in achieving targets for carbon emissions I'm not sure.
