    It WAS actually about the Civil Rights Movement. However, the lyrics are universal and timeless, and will transcend generation differences to come.

    Actually according to Bob Dylan, none of his songs were about anything. According to him he was just "writing songs and lyrics." However if you personally want to assign it to the movement then that's cool :)
