Is there a setting on Sai for tablet pressure, or is my tablet just messed up?
I'm asking because my tablet was able to use pressure on Sai on my old laptop, but it just doesn't work now.

The settings are automatically built in, it could be a number of problems.
Try... going to Help/Config->Options->Tablet: Make sure Minimum pressure is set to "0"
Other than that I'd suggest updating the drivers for your tablet. If it's not either of those problems then I don't know :(
