Her voice was always dubbed as you can hear by watching her movies. I mean she sounds different in all her movies why couldnt people tell? I once read that during the war years when she would go entertain the troops they would ask her to sing for them,I dont know what she would tell them but, she being a dancer, would dance for them instead!!!

It's the voice of Rita Carmen Cansino " Hayworth" her parents were spanish from Sevilla in Andalucia !!! She was a dancers of flamenco and a spanish singer in her father's troop "The Cansino's" !!!
