Desperate times call for desperate mesures. And that's exactly what it would be, a desperate measure in a desperate time, something which wouldn't normally be done.

Better to torture someone that sit around twiddling your thumbs, begging him to tell you where the bomb is, and he just laughs in your face and flaunts his human rights, and gives praise to Allah or whoever when the bomb goes off and laughs some more.
