It's of it's time... Perhaps lost in translation slightly, because we look at the performances tha Miss Channing is lampooning with such reverence. There were a number of these kind of shows with similar histories, Betty Hutton, Danny Kaye and Judy, so perhaps we only think of

Just goes to show how popular Judy's Palace engagement was at the time. And I'm pretty sure Garland would have found Carol's lampooning quite hysterical.

Actually, the person she is mainly making fun of here is Betty Hutton, who followed Judy at the Palace. Hutton would always put a towel around her neck after changing into a robe, talking about how rough her life was. Of course, there is a lot of Judy in here too, the bluebird/sitting on the stage references. It's all in fun.
