Question: I am well aware that the FTC does not lend its approval to any business. You have to be in compliance. So if LPU pays for referrals, wouldn't that be considered "front loading" and be non compliant with 93 FTC 618? Would appreciate your knowledge

Very informative video but the slides are too long or disappear too fast. And I had to mute the music because it would've made me leave the page had I had to listen to it at length:-) Lots of great info tho!

answer: No.
When someone joins Life Path Unlimited, they are not paying for a business, they are paying for a product. Hence, the referral commissions are on the sale of a consumer based education product.
'Front end Loading' is applicable when someone is buying inventory they don't need or want to qualify for commissions, since life Path is an educational based company, the products they are selling have value to the end consumer. (I would suppose - keep in mind I'm not involved)
