You can complain about the cost of the $5 worth of dye that it cost (which evidently wasn't paid for by the taxpayer) but as an American working in Ireland I can tell you that it the Irish people saw it as a nice gesture and appreciated it. It's little touches like this that help set up trade deals (which mainly come from goodwill) so even if the taxpayer had paid for it the money would be recouped if seeing a nice gesture caused even one Irish person to think about investing in America.
