Makes sense that this happened in the UAE. This looks like helium foam used to create "Flogos" for marketing and special events and the UAE has a lot of commercial special events. It's like skywriting, but with floating helium foam launched from the ground. They do all kinds of shapes that can morph into blobs that eventually fall back to the ground. Just do a google search for "helium foam" and you'll find all sorts of videos.

At 0:19 the letter pair AB bounces off the machine as it is released. At 0:30 a foam figure is torn and the torn part hangs on.
