This man is an idiot. The 3 prong test has not been met. There is no elements existing to believe that a crime is about to be committed, has been committed, or about to be committed. There is no articulable reasonable suspision. These cops are on a fishing expedition which is against the law. There is case log on this.

This video shows police searching a vehicle, immediately followed by Jon Shane saying, "That's the part - the crime control part of the police engaging citizens when they believe,reasonably, based on articulable suspicion that something's about to occur."
Articulable suspicion is NOT a legal reason to search someone without their consent. Police need PROBABLE CAUSE that the person is involved in crime.
New York's stop-and-frisk policy has obviously drastically reduced crime while violating constitutional rights in hundreds of thousands of cases. I think NYPD should devote their time to LEGAL efforts to reduce crime.
