Weird Noise in House of Commons! (Anthony Steen?)

We're all familiar with the mumblings and groans that accompany Parliament debates. However, one of these MPs tops this with the most bizarre sound yet! You'll hear my mate repeat it in the background afterwards.

I recorded this on the 16th Feb 2006.

Who on Earth made that noise? "Yea yea aaaaaaargh..."
