That is not exact right now. There is a project called ecomorph in pre-alpha state .
Ecomorph is a port, a composite manager, which makes possible use compiz/beryl effects in E17,fluxbox and others desktop shells. Google it and enjoy...

So, it doesn't matter if I have a 20$ GPU but I need a good CPU?
I mean... the rendering work is done by the Central Processor?
If so... wich would be the minimal processor to use the full brand of effects?

Beryl is not a Window Manager, it is a Composite manager. Although it is true that you cannot use Beryl with E17.

Compiz is definitely a window manager. A composite manager is something like xcompmgr. Compiz not only brings compositing into the window manager, but it moves, resizes, and tracks windows, among many other things.

E17 is a window manager. Beryl is a window manager. You cannot use both at the same time. E17, also, is not designed for using hardware accelerated video. You can enable opengl and use it for games and such, but the window manager itself uses software rendering, so as to be compatible with any computer.
Both XGL and AIGLX give software the *ability* to use video card resources directly for rendering and composite purposes. Compiz and Beryl are enabled to use these features, and E17 is not.
