The Shah's primary goal was to make Iran a modern nation without destroying the Iranian cultural fabric it was built on. During his reign, there were some political opposition groups who worked for the interests of other countries.The Shah worked for the interests of Iran and Iranians only which is why the West turned their back on him during the 1970s!

I hear good stories about Mossadegh because he supposedly helped Iran gain wealth by nationalizing the Anglo-Iranian Oil Company while the Shah Pahlavi (please don't cuss me out) supposedly was very hard on any who opposed him with the SAVAK.
