Brazen-faced parliamentary elections fraud at the election centre # 2501! Chairman of the commission fills the ballots!! Article 142 of the Criminal Code: Falsifying election documents, documents of the referendum - is known to be the incorrect counting of votes or knowingly incorrect determination of the election, referendum, violating the secrecy of voting. If these acts are committed by a member of the Election Commission, member of the initiative group or referendum commission, they shall be punished by a fine from five hundred to seven hundred times the minimum wage or salary or other income for a period of five to seven months, or imprisonment for up to four years. The guy is screaming for an election observer to check out the fraud. Finally, some "observer" comes up there who doesn't seem to know or care what about what is going on and the guy hides the fraudulent ballots and shows him some nonsense. Just the way the situation was handled should tell you something. If the votes were counted honestly I doubt United Russia would have got 28% of the vote let alone 48%.

@DeZorgenkindjes There is corruption even in best democracy, but its way better than other solutions that are used in the world right now. In finland, it made huge change when true finns party popped from 3% party to 20% and to second biggest party. Democracy made critical change. For good, or for bad, cant say yet, but the sure thing is that it worked.
