You seem to have lost the point, it is what he is doing with his ARM that counts, much less so than with his hand.
It also remains that he is trying to teach an instrument he cannot play himself.

He may not be a cellist, but if you watch his bow hand after the "continuous sound" remark, he does "bow circles" as my teachers calls them where he changes his hands momentum before he changes the bows direction.. so he IS a string player.

OK, hold a pencil, squeeze it. Do you feel it in your arm or your hand? Now tighten your hand muscles but keep your arm relaxed. Impossible isn't it? Think about it. If there is any tension it will be in your arm. So why does he mention only the the hand ignoring the arm completely?
Again think about it....
Oh and by the way, He ISN'T a 'cellist....

Silly man! He said the "weight of the bow". A 'cello bow weighs between 80 to 85 grams. That's NOT heavy enough to make any difference at all!
