I don't understand, is Mao saying that a liberal society is don't take part in the decision making of your government, collective etc. then complain after it gets passed?

While I do agree with many of the principles in this video I believe that social responsibility should be entrusted and maintained in the hands of an educated public. I also think that this definition of liberal is largely altered from its technical meaning, much as the words is under modern interpretation
