Cape teleport basically is caping your opponent right before they grab the ledge. If done correctly, your opponent will be slightly stunned an hanging backwards in midair. Use this time to attack, possibly for a KO.
"As said before, there isn't a regular use of it yet, but this tech can potientially be the ultimate move that can wreck all recoveries. Try to use it, and see if you can master is." -HeroMystic.

Funny technique. Let's see if they fix that issue in the next Smash Bros. But, since Chain-Grabbing existed in Melee and is just as bad in Brawl, they probably won't since they don't care about actually balancing the game.
