  • It's hard to answer without knowing what exactly the herb is, and whether it is being grown inside or outside the house. Herb fragrance is not dependent on flowers. The foliage will be fragrant no matter what. Herbs that are grown in a bit less fertilizer tend to be better than those with a lot of fertilizer being provided. If you just purchased the herb, it may need growing time. If grown inside, it will need a bright, sunny windy for best growth and production of oils necessary for fragrance.
