The translation is totally wrong!!!! It's about a guy who fell in love and promising her to give happiness and never leaving her! Even though there are many clouds in the sky he can't make it rain. Also he can't collect all the pearls in the sea but if she cries he would be the shoulder to cry on. So it's basically a song about a man who's promising what he can do instead of promising the impossible.
