Why H.R.2517 Doesn't Cover Different-Sex Partners

On July 06, 2009, the House Subcommittee on the Federal Workforce held a hearing regarding H.R. 2517, the Domestic Partnership Benefits and Obligations Act of 2009. Representative Tammy Baldwin of Wisconsin and Director John Berry of the Office of Personnel Management answered questions about why the bill only extended benefits to same-sex domestic partners rather than including different-sex partners as well.
