Yea, you need to get a free host such as 000webhost then upload your site via an FTP client (FileZilla) - I'll make another tutorial on that.

maybe u don't have frontpage installed on your computer. try and check your MS Office applications, and find MS Frontpage.

HTML stands for HyperText Markup Language. HTML is tags which change the behaviour of internet pages. URL stands for Universal Request Link (I think... don't quote me on that, lol). HTML has no effect on the URL. If you want to change the URL you will have to puchase a domain name.
