Seriously think about the bathtub sized emergency water bladders.
Even during a shtf emergency, as long as water quality hasn't been compromised the supply should remain active at least for awhile with either backup generators running the pumps or water towers whichever the case may be.
As long as you have 5 min warning you can have an extra 100 gallons of ready to drink water :).
