@1check1check2 And it was recorded on VHS (you can tell by the quality). Being a Broadcast Engineer, I can confidently tell you that programmes made in the 1960s have a better picture quality than VHS. VHS wasn't even invented until 1976, so this can't be 1960s.

It's a TV documentary made in 1990 for Channel 4 about the Poll Tax riots.
She even says "March 31st" (which we still haven't passed yet - so can't be from this year) and "anti-poll tax demonstration" in the video. Two *HUGE* clues that this is not about the demo just a few days ago.
Watch and listen, then people like me won't have to make you look like a fool.
