Google: "clintons last budget was in the red in bushes first year in office". Be sure to look up Clintons last budget which carried forth into Bushes 1st year in office.

If you are $10,000 in debt and someone gives you enough money to pay your next months expenses (food, rent, utilities, etc.) + $100, then obviously you don't have a surplus because you are still $10,000 in debt. The US was/is trillions in debt so the idea that Clinton was running a surplus is a myth.
